What is Capacity Building Assistance?
Capacity Building Assistance (CBA) focuses on maintaining and increasing the infrastructure systems and resources necessary to support and implement interventions. Capacity also builds core competencies of individuals and organizations to effectively deliver HIV prevention services. Capacity Building Assistance examples of strengthening interventions for HIV prevention:
- Adaptation, implementation and cultural tailoring of science-based interventions
- Quality assurance and evaluation
- Needs assessment, priority setting and preparation for delivery of interventions
- Development of effective health communication messages

Technical Assistance (TA)It is anticipated that grantees may need TA as they:
- Engage in community discovery methods
- Target a social network
- Map friendship groups
- Identify opinion leaders
- Monitor the evolution of the implementation cycle
- Systematically collect, analyze, interpret, and disseminate HIV data to characterize trends in HIV infection
- Detect active HIV transmission
- Implement public health interventions, and evaluate public health response
- Identify persons with HIV infection and uninfected persons at risk for HIV infection
- Develop, maintain, and implement plans to respond to HIV transmission clusters and outbreaks
- Provide comprehensive HIV-related prevention services for persons living with diagnosed HIV infection (PLWH)
- Provide comprehensive HIV prevention services to reduce risk for acquiring HIV infection
- Conduct perinatal HIV prevention and surveillance
- Conduct community-level HIV prevention activities
- Develop partnerships to conduct integrated HIV prevention and care planning
- Implement structural strategies to support and facilitate HIV surveillance and prevention
- Conduct data-driven planning, monitoring, and evaluation to continuously improve HIV programs
- Build capacity for conducting effective HIV program activities, epidemiological science, and geocoding
