A native
St. Louisan, Lyell attended Cardinal Ritter College Prep
and graduated from Senior Classical Academy at Soldan.
He then attended Yale University on a National Merit Scholarship,
and later Washington University School of Law. After working
for several of St. Louis’s leading law firms as
a litigator, and a five year stint as Midwestern Regional
Attorney for the U.S. Department of Education, Office
for Civil Rights, Lyell founded his own law firm, The
Champagne Law Firm, LLC. He focuses on litigation, primarily
in civil rights, employment, education, real estate, and
business disputes. Clients are mostly individuals, but
also include some of St. Louis’s leading minority
and female owned businesses.

Melba R.
Moore is currently the Commissioner of Health for the
City of St. Louis Department of Health. She has a
Bachelor of Arts (BA) degree in Psychology from Webster
University and a Master of Science (MS) degree in Health
Management from Lindenwood University. She has a
certificate of completion in Management from the John F.
Kennedy School of Government for State and Local
Executives and has been approved by the Public Health
Practitioner Certification Board as a Certified Public
Health Administrator. In addition, Commissioner Moore
was the recipient of 2009 Dr. Nathan Davis Award for
Outstanding Government Services.
She has taught a
course entitled, “Investment in Success” to undergraduate
students at Sanford Brown Business College. She serves on
the Board’s of Director’s: FAIR Foundation-Liver Disease;
St. Louis Connect Care; Community Wellness Project; and The
Ethic Project. She served on the Regional Health Commission
Board from 2000-2003. In 2007, Ms. Moore visited New Dehli,
India where she was one of twenty delegates representing the
American Public Health Association/the People to People
International Program on an educational tour of the Medical
Care and Public Health system.
She has over 20
years experience in executive leadership and management in
the public sector. Her areas of focus include program
assessment, development, quality assurance and policy
development. She also possesses advanced knowledge of health
administration, with a particular sensitivity to policy
issues of concern to public health, women, children and
minorities. |
